EU Code of Practice on Disinformation
The EU’s Code of Practice on Disinformation is a self-regulatory framework to combat disinformation. When it was introduced in 2018, online platform and the advertising industry voluntarily committed to reporting on their efforts to address disinformation.
In June 2022, the Code was strengthened to include more precise commitments and measures. It focuses on the following key areas:
- Ensuring that purveyors of disinformation do not benefit financially.
- Making political ads more transparent to the public.
- Improving collaboration with fact-checking organizations to verify information.
- Allowing researchers to study and understand disinformation trends.
The strengthened Code also introduced a Transparency Centre, providing the public with an overview of the policies implemented by signatories and regular updates on relevant data.
EDMO Ireland contributions
EDMO Ireland members have contributed to four studies of the Code. ElectCheck, CodeCheck, and COVIDCheck were funded by the Irish media regulator and undertaken by DCU FuJo. The CoP Monitor report was a joint undertaking of EDMO Ireland and GADMO with support from the ADMO and BELUX hubs and two external universities.
- Elect Check (2019) assessed the online libraries or archives of adverts that were made publicly available by Facebook, Google and Twitter in Ireland ahead of the 2019 European elections.
- Code Check (2020) analysed the self-assessment reports submitted by each platform over a 12-month period.
- Covid Check (2021) assessed the transparency reports from six platform signatories as part of the COVID-19 monitoring programme.
- CoP Monitor (2023) examined the transparency reports provided by Google, Meta, Microsoft, TikTok and X (formerly Twitter).
EDMO Ireland delivered a presentation, with Coimisiún na Meán, on the Code of Practice on Disinformation for the National Counter Disinformation Strategy working group.
Dr Kirsty Park presented Beyond Performative Transparency: Lessons Learned From The EU Code Of Practice On Disinformation at AoIR conference in 2022.
